IT Residency and New Fines for Overstaying in Georgia
As of October 1, 2025, Georgia will enforce new regulations and fines for overstaying the legally permitted duration in the country. The Association of Georgian Virtual Zone Persons has meticulously prepared this material, recognizing its critical importance to our members — foreign IT specialists working in Georgia. These changes apply to foreign nationals and stateless persons, including IT professionals, and may impact their residency status and employment.
What Has Changed?
The Administrative Offenses Code of Georgia has introduced clear penalties for violating stay duration limits. Key points include:
Overstaying by 3 months: a fine of 1,000 lari + a 6-month entry ban to Georgia
Overstaying by 1 year: a fine of 2,000 lari + a 2-year entry ban
Overstaying beyond 1 year: a fine of 3,000 lari + a 3-year entry ban
Violation of transit rules: a fine of 500 lari
Employing or inviting a foreigner in breach of regulations: a warning or a fine of 2,000 lari
Failure to pay the fine will result in the matter being reported to the Ministry of Foreign Affairs and the Ministry of Internal Affairs, potentially leading to visa denial or an entry ban until the fine is settled.
