The Association of Georgian Virtual Zone Persons together with JUST Advisors held a webinar on the topic:
“Labor Migration Rules Now in Force: How to Operate Without Fines”
The event focused on the practical application of Georgia’s new labor migration regulations and attracted significant interest from IT companies, Virtual Zone companies, directors, and specialists working with international teams.
During the webinar, the speakers provided a detailed overview of issues related to work permits, residence permits, D1 visas, inspections by government authorities, employer liability, and compliance risks.
Special attention was given to practical situations that companies are already facing following the entry into force of the new rules. The active Q&A session demonstrated a high level of uncertainty regarding the practical implementation of the legislation and the need for additional official clarifications.
Key Issues Raised by Participants
During the discussion, participants addressed a number of practical cases, including:
Employment of personnel working remotely for Georgian companies while physically located outside Georgia
The necessity of obtaining work permits for directors of Virtual Zone companies depending on their status, operational involvement, and actual place of residence
Transitional period issues related to employees not registered before March 1, 2026
Technical and practical difficulties related to digital signatures and application submissions for foreign directors
Inspection risks, fines, and possible consequences beyond administrative liability
Issues involving self-employed specialists, freelancers, and individual entrepreneurs
Interaction between Virtual Zone legislation and the new labor migration framework
Following the discussion, participants noted that many aspects of the new regulations still require further practical implementation and official clarification from government authorities.
